I am glad to see that this work is being performed in France because it seems prohibitively expensive to do in the North West of England. Vocal scores are not available in the library system and we were quoted over £400 for their hire. The orchestral set was over £300 to hire which seems extortionate for a 45 minute out of copywright work. When one has hired soloists the bill is in excess of £1500 before the orchestra is fixed! And that is only one half of a concert. I suggested to B&H that they donate a set a vocal scores to the british library so they would make money on part-hire. I have not had a reply. Liverpool Library would not purchase vocal scores because they refuse to contemplate spiral-bound archive material. Rather short sighted I think!

BTW, back on topic, I agree that the Chandos CD notes by Lewis Foreman are a good bet. You could also look for Jeremy Dibble's book on Stanford, though I don't recall whether the Stabat Mater is discussed in detail.
